USTC Is Included in China’s First Group of Innovation and Venture Bases for Overseas High-Level Talents

   On Dec. 28, 2009, the Organization Department of the Chinese Communist Party (CCP) held a working conference in Beijing for recruiting high-level talents from overseas and announced the nation’s first group of twenty “innovation and venture bases for overseas high-level talents”. Five universities, including USTC, were included in the list. President Hou Jianguo attended the conference and received a special nameplate issued by the Organization Department designating USTC an “Innovation and Venture Base for Overseas High-Level Talents”. 


   This conference was held for the implementation of the program of recruiting high-level talents from overseas (aka. “Thousand Outstanding Scholars Program”), which was formulated by the Office of the Central Committee of CCP as outlined by CCP General Secretary Hu Jintao in a Politburo meeting: A large innovative team of scientists and engineers is necessary for the building of an innovative nation. Leaders from more than twenty ministries, including Ministry of Education, Ministry of Science and Technology, Ministry of Foreign Affairs, Ministry of Finance, attended the conference. 

   At the conference, Li Yuanchao, head of the Organization Department, pointed out that the “Thousand Outstanding Scholars Program” aims to recruit a number of top-notch, innovative people to meet the needs of innovation and business development in China. It will also be a new scheme of attracting and utilizing high-level overseas human resources. To accomplish this task, a good environment should be created that is characterized by full understanding, trust and freedom. The Central Committee of CCP has selected the first twenty corporations and institutions as “innovation and venture bases for overseas high-level talents”, among which are China Mobile, Tsinghua University and University of Science and Technology of China.

   USTC has consistently laid an emphasis on the introduction and cultivation of talented people. In the spirit of “people first”, USTC has recruited more than 200 high-level people (associate professors and above) from home and abroad in the past five years, which has effectively optimized the University’s academic and human resource structure. USTC’s designation as an innovation and venture base for overseas high-level talents” highlights the government’s recognition of the University’s achievements in human resource development and will help improve its introduction of first-class talents from around the world.
